The development of the Quest Recovery Centre will provide a total of 400 beds for male/female/LGBTQ2S+ Indigenous adults to receive long-term recovery programming and assistance that has been developed by our team of clinicians – developed by our team of clinicians in collaboration with the Bruce Oake Recovery Centre.  Community based infrastructure will be developed to provide aftercare support in what is referred to as a “Soft Landing” facility with a focus on land-based and cultural training.

Our Start

When will construction begin and when will the centre open to begin healing our community?

Construction is slated to begin late spring 2025 with a scheduled opening in late summer 2027.

Community and Security

What security will the facility have in place?

Staff will be on-site 24 hours a day, seven days a week. There will be curfews, random and mandatory drug testing, and security cameras. Clients will adhere to a rigorous daily schedule that is monitored by staff. The grounds will be well-lit and monitored at all times.

Who will be able to access the program?

The Quest Recovery Centre is open to all Indigenous adults in Manitoba, including male, female, and LGBTQ2S+ individuals, who are suffering from drug and alcohol addiction. Clients must meet stringent intake criteria and be fully committed to living a sober life.

Can someone, including high-risk offenders, be court-ordered to attend this facility?

Although courts can order individuals to attend a treatment facility, the Quest Recovery Centre retains the right to refuse any applicant. Clients must be at least 18 years of age and sober upon entry. The Centre will only accept clients who voluntarily choose treatment. Anyone seeking admittance from the justice system must provide a detailed criminal record for review. If an individual is deemed a threat to the safety of the neighbourhood, other participants, or staff, they will not be accepted.

What are the security policies?

Every hour of a client’s day is accounted for at the Quest Recovery Centre. Clients spend most of their time within the facility, with limited provisions to leave. In the next phase of the program, clients are required to pursue employment while maintaining their sobriety and assigned schedule. Clients must sign in and out to ensure accountability.

It is intended that a fence will surround the facility to establish clear and healthy boundaries for community members and participants, preventing external influences from disrupting the recovery process. The facility’s security system will monitor both interior and exterior spaces 24 hours a day.

All visitors are required to sign in and out. Visitor lockers will be provided and monitored to ensure the ongoing protection of clients.

Will this project affect the development of the North Winnipeg Parkway?

We support providing an opportunity for a pathway to run through our property. Our team has engaged in discussions with the City regarding this future development and has provided a viable space for the pathway at the upper levels of the riverbank, east of our facility. While final plans remain uncertain, we are committed to working collaboratively toward a solution.

Is there potential for shared use of a gym/ recreation space?

Community access to the gym of the Quest Recovery Centre will be encouraged. The facility includes a separate entrance to the gymnasium, public change rooms, and washrooms. A curtain wall ensures the anonymity of clients. The Centre seeks to establish a community use agreement while maintaining a space conducive to healing and recovery.

Were other sites considered in the city?

Yes, several locations were evaluated, and this site was chosen as the most suitable for participants. It provides the serenity of the river and a natural park-like setting, both of which are key factors in land-based healing. The location was selected based on accessibility to public transit, its seclusion to protect client anonymity, and its peaceful environment, all of which align with the goals of the Centre.

Centre Operations

Is this a for-profit centre?

No. The Quest Recovery Centre will operate as a registered nonprofit organization with charitable status.

What does a typical day look like for clients?

Structure and accountability are critical elements of recovery. Each day follows a detailed schedule that begins at 7:30 AM with a nutritious breakfast followed by a full day that includes therapy sessions, group meetings, skill-building activities, and personal development opportunities. The day concludes with workshops, storytelling, support groups or Sharing Circles at 6:00 PM followed by Evening Reflection from 7:30 – 9:00 PM, providing a structured yet reflective end. Curfews and drug testing ensure that only clients who are committed to and actively working on their sobriety remain in the facility.

What is the methodology for treatment?

The Quest Recovery Centre offers a range of complementary services and resources essential for recovery. At the core of the program is the Twelve Step Model, combined with behavioral therapy that recognizes addiction as a chronic disease. The program is built on key values such as accessibility, flexibility, inclusivity, customization, and accountability. The Centre is committed to providing a safe and supportive space for all participants, including male, female, and LGBTQ2S+ individuals, to heal and rebuild their lives.
